MNICS was established to enhance the use of emergency response resources for land <\/span>management<span style=\"font-size: 1.0625rem;\">\u00a0agencies in Minnesota, for dissemination of intelligence information and to provide a single point of contact for the <\/span>cooperating<span style=\"font-size: 1.0625rem;\">\u00a0agencies within Minnesota. The organization is governed by a Task Force of agency leads; the Task Force reports to the MNICS Board of Directors.<\/span><\/p>\n<p><strong>MNICS Mission: <\/strong><\/p>\n<p>&#8220;To provide coordination, education and implementation of the Incident Command System in Minnesota and support fire and all-risk incidents in the nation.&#8221;<\/p>\n<p><strong>MNICS Goals:<\/strong><\/p>\n<ul>\n<li>Provide timely, safe and cost-effective mobilization and demobilization of resources under the closest forces concept.<\/li>\n<li>Collect and disseminate intelligence data within specified local and national time frames.<\/li>\n<li>Assess the capabilities within Minnesota to respond to critical emergency situations.<\/li>\n<\/ul>\n<h4><span style=\"font-size: x-large; color: #c91c18;\">Why interagency?<\/span><\/h4>\n<p>Partnerships are often forged from necessity. Adopted in 1984, the\u00a0MNICS partnership was formed to enable interagency support and leverage resources\u00a0on large wildfire incidents. By using the Incident Command System (ICS), common terminology and a unified strategy,\u00a0MNICS <a href=\"https:\/\/www.nps.gov\/articles\/wildland-fire-incident-command-system-levels.htm\">Type-2<\/a> incident management teams were formed. Today, these multi-agency teams respond to wildfires, floods, search and rescue operations, hurricanes and other all hazard emergencies.<\/p>\n<p>By order of the governor in 1991,\u00a0\u00a0ICS\u00a0became the statewide emergency operations standard. The Department of Public Safety-Division of Emergency Management (DEM) was directed to use ICS to train Minnesota response agencies. In 1992,\u00a0a core group of DEM staff were stationed\u00a0at the Minnesota Interagency Fire Center (MIFC) in Grand Rapids. In 2003, the DEM became the Department of Public Safety-Division of Homeland Security\u00a0&amp; Emergency Management (HSEM).<\/p>\n<p>The Minnesota Interagency Fire Center (MIFC) is the physical building which houses the Northeastern Interagency Fire Cache and staff members from MNICS organizations. MIFC is a cooperative effort. Employee salaries, building maintenance, supplies and resources are cost-shared by MNICS partners.<\/p>\n<h4><span style=\"font-size: x-large; color: #c91c18;\">The Partners<\/span><\/h4>\n<h4 style=\"text-align: left;\"><span style=\"font-size: large;\">Bureau of Indian Affairs (BIA)<\/span><\/h4>\n<p><a href=\"https:\/\/www.bia.gov\/regional-offices\/midwest\/minnesota-agency\" target=\"_blank\" rel=\"noopener noreferrer\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft  wp-image-19677\" src=\"https:\/\/mnics.org\/wpress\/wp-content\/uploads\/2021\/01\/Bureau_of_indian_affairs_seal_n11288-300x300.png\" alt=\"\" width=\"83\" height=\"83\" srcset=\"https:\/\/mnics.org\/wpress\/wp-content\/uploads\/2021\/01\/Bureau_of_indian_affairs_seal_n11288-300x300.png 300w, https:\/\/mnics.org\/wpress\/wp-content\/uploads\/2021\/01\/Bureau_of_indian_affairs_seal_n11288-150x150.png 150w, https:\/\/mnics.org\/wpress\/wp-content\/uploads\/2021\/01\/Bureau_of_indian_affairs_seal_n11288.png 600w\" sizes=\"auto, (max-width: 83px) 100vw, 83px\" \/><\/a>There are eleven Indian reservations in Minnesota. The <a href=\"https:\/\/www.bia.gov\/regional-offices\/midwest\">Midwest Region BIA<\/a> represents tribal government interest on the MNICS Task Force and Board of Directors. When tribes participate in national emergency response mobilizations, their availability is coordinated through the BIA, which provides one dispatcher position at MIFC.<\/p>\n<h5><span style=\"font-size: large;\">\u00a0<\/span><\/h5>\n<h5 style=\"text-align: left;\"><span style=\"font-size: large;\">Department\u00a0of Natural Resources &#8211; Division of Forestry (DNR)<\/span><\/h5>\n<p><a href=\"https:\/\/www.dnr.state.mn.us\/forestry\/fire\/index.html\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft  wp-image-19674\" src=\"https:\/\/mnics.org\/wpress\/wp-content\/uploads\/2021\/01\/DNR_Logo_V_RGB-300x144.png\" alt=\"\" width=\"127\" height=\"60\" srcset=\"https:\/\/mnics.org\/wpress\/wp-content\/uploads\/2021\/01\/DNR_Logo_V_RGB-300x144.png 300w, https:\/\/mnics.org\/wpress\/wp-content\/uploads\/2021\/01\/DNR_Logo_V_RGB-1024x492.png 1024w, https:\/\/mnics.org\/wpress\/wp-content\/uploads\/2021\/01\/DNR_Logo_V_RGB.png 1218w\" sizes=\"auto, (max-width: 127px) 100vw, 127px\" \/><\/a>The <a href=\"http:\/\/www.dnr.state.mn.us\/forestry\/index.html\">DNR &#8211; Division of Forestry\u00a0<\/a>manages 4.2 million acres that includes 59 state forests, school trust acres and other forested lands.\u00a0\u00a0The state fire cache and fire department surplus property programs are located at MIFC, in addition to air desk operations staff. The DNR operates air tanker bases in Hibbing, Brainerd, Princeton and Warroad. The Bemidji tanker base is operated cooperatively with the BIA.<\/p>\n<h5><span style=\"font-size: large;\">\u00a0Department of Public Safety &#8211; Homeland Security &amp; Emergency Management (HSEM)<\/span><\/h5>\n<p><a href=\"https:\/\/dps.mn.gov\/divisions\/hsem\/Pages\/default.aspx\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft  wp-image-713\" src=\"http:\/\/mnics.org\/wpress\/wp-content\/uploads\/2010\/05\/hsem2.gif\" alt=\"HSEM logo small\" width=\"115\" height=\"52\" \/><\/a>The MNICS partnership with <a href=\"https:\/\/dps.mn.gov\/divisions\/hsem\/emergency-preparedness\/Pages\/default.aspx\">HSEM<\/a> has furthered all hazard emergency management in Minnesota. Staff from HSEM are located at MIFC and the agency ties amateur radio operators, county emergency managers to support all hazard response. HSEM has a Training\u00a0&amp; Exercise Plan (TEP) to conduct annual regional and state\u00a0workshops which promoted\u00a0Federal Emergency Management Agency (FEMA) <a href=\"https:\/\/www.fema.gov\/core-capabilities\">core capabilities<\/a>.<\/p>\n<p><strong><span style=\"font-size: large;\">National Park Service (NPS)<\/span><\/strong><\/p>\n<p><a href=\"https:\/\/www.nps.gov\/orgs\/1671\/national-parks-in-the-midwest.htm\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft  wp-image-19676\" src=\"https:\/\/mnics.org\/wpress\/wp-content\/uploads\/2021\/01\/National_Park_Service_logo.png\" alt=\"\" width=\"65\" height=\"85\" \/><\/a>Several entities are represented through the <a href=\"https:\/\/www.nps.gov\/state\/mn\/index.htm\">National Park Service<\/a> partnership in MNICS. Voyageurs National Park, St. Croix National Scenic Riverway, Grand Portage National Monument and Isle Royale National Park are all part of MNICS. Although Isle Royale is in Michigan, it has joined MNICS because of its close proximity to Minnesota&#8217;s land base.<span style=\"font-size: large;\">\u00a0<\/span><\/p>\n<h4><span style=\"font-size: large;\">U.S. Fish\u00a0&amp; Wildlife Service (FWS)<\/span><\/h4>\n<p><a href=\"https:\/\/www.fws.gov\/fire\/\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft  wp-image-19678\" src=\"https:\/\/mnics.org\/wpress\/wp-content\/uploads\/2021\/01\/US-Fish-Wildlife-Logo.png\" alt=\"\" width=\"65\" height=\"78\" \/><\/a>Minnesota is the home to 12 National Wildlife Refuges and eight Wetland Management Districts within the <a href=\"https:\/\/www.fws.gov\/midwest\/visit.html\">Midwest FWS Region<\/a>. The refuge system extensively uses fire to maintain good wildlife habitat in order to accomplish the agency mission.<\/p>\n<h4><span style=\"font-size: large;\">\u00a0U.S. Forest Service (USFS)<\/span><\/h4>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft  wp-image-19673\" src=\"https:\/\/mnics.org\/wpress\/wp-content\/uploads\/2021\/01\/273px-Logo_of_the_United_States_Forest_Service.svg_.png\" alt=\"\" width=\"65\" height=\"71\" \/>Minnesota is home to two National Forests, the Chippewa and the Superior. Located in the northern third of the state, these forests protect some three million acres of pine and aspen forests including the Boundary Waters Canoe Area Wilderness.
